The proposed contracting arrangements are not changing considerably . The authority is of the view that the existing provide is satisfying the original contract and is likely to satisfy the proposed contract to a sufficient standard . The incumbent provider has offered improved commercial offer and without any disruption to the present services provided vital to the organisation .

Legal Justification
The incumbent supplier has reduced the rates after national bench marking rate exercise the service is dependent of availability of staff to support core clinical service any change could cause disruption to patients being seen in Emergency departments to ensue patient flow and value for money . The new contract has delivered revenue saving which has been delivered s part of the CIPS workforce efficiency programme .
