Description

Shropshire Council (“the Council”) seeks to award a contract for the design, procurement, construction, commissioning and operation & maintenance of a biomass “Pyrolysis Plant” (“the Plant”), including the provision of instrumentation, control and automation of the equipment, civils and electrical works for a biomass pyrolysis facility supplied by the Council at Old Worcester Road in Bridgnorth , United Kingdom (“the Contract ”). The purpose of the preliminary market consultation exercise is to assist the Council in understanding if there is competition (and interest) in the market for the Council’s specific requirements.

Total Quantity or Scope

**This is not a tender exercise by the Council – this information is provided to assist economic operators in understanding the Council’s requirements** The Council requires initial servicing and support over the initial two years of the Contract. If the Council exercises its option to extend the Contract, from year 3 until expiry of the Contract, the successful contractor shall provide ongoing operation and maintenance services under a separate Operation and Maintenance Contract. The Council’s requirements are for the Plant to have capacity to thermally treat in the region of 6000 tonnes of biomass per annum for a minimum of 20 years. The Plant must be capable of generating electricity, through an electrical power generating device and it must produce Biochar at a suitable commercial grade (see 8g). The Site including an existing building to house the Pyrolysis Plant will be made available by the Council for the implementation of the project. The Council requires the successful contractor to be responsible for all process, licences and similar agreements, unless covered elsewhere, thereby assuming responsibility for design, testing and performance guarantees for the plant process equipment including the electrical grid connection, control and instrumentation and automation associated with these elements. The successful contractor will be responsible for its own scope of works and will also be responsible for communicating with all relevant parties to ensure the works under the Contract are delivered safely and in a timely manner without adversely impacting the activities to be delivered by third parties. Specifically, the Council understands its core requirements for this Contract to be: -the Plant is on site, installed and ready for commissioning no later than 8 months after ordering; -commissioning will take no longer than 6 weeks provided all the required parts, associated plant and civils are present; -minimum of 7000 operational hours per annum (operational at full capacity for 80% of the year); -capable of remote monitoring of key operational statistics, including but not limited to multiple furnace temperature sensors, sensors for input of waste into furnace and outlet flue gas temperatures, throughput, fault location etc; -the Plant is capable of producing a minimum of 500 tonnes of biochar per annum; -operational life of at least 20 years; -ability to use a range of feedstocks with varied size range; and moisture content (10% to 30%; etc] to include: Green (biodegradable) waste (20 02 01); Virgin whole tree; Arbo-cultural wastes (02 01 03; 02 01 07; 03 01 05; 03 03 01); Compost oversize – more difficult but included. (19-05-03). The Council assumes that the site[s] will be prepared to a standard / minimum requirement as specified by the successful contractor and approved by the Council for the plant and equipment being installed. The Council requires the successful contractor to provide a fully inclusive warranty within the first-year post commissioning to ‘Live’, with a further year with servicing and support. This would include a 24hr response to be on site to remediate any operational issues. The Council requires the successful contractor to supply, install and operate the equipment / plant as well as improve and evolve during the initial two years of the Contract. KPIs to complete the supply and works will be agreed as part of the Contract. It is anticipated the form of contract for the supply and installation of the Plant will be the IChemE Red Book Form of Contract (5th Edition 2013). The form of contract for the operation and maintenance contract (from year 3 onwards) is yet to be decided by the Council.
