Description

This research / survey work relates to a specific area of the North East of England and exploring the possibility of transferring a group of properties from using Natural Gas as a principle fuel source to using Hydrogen for the same purpose. The results of these surveys will form part of a submission to be provided to the Department for Business, Energy and Industrial Strategy (BEIS).

Total Quantity or Scope

NGN intends to award a contract to British Gas for survey work to be undertaken in a specific area of the North East of England related to exploring the possibility of transferring a group of properties from using Natural Gas as a principle fuel source to using Hydrogen for the same purpose. … The surveys will involve, but not be limited to, identifying current gas fuelled appliances e.g. boilers and cookers (hobs and ovens) to enable the quantification of the necessary changes required and costs to be incurred should hydrogen be implemented as a fuel source as a replacement to natural Gas. NGN has selected British Gas to undertake this work on the basis of the credibility they hold in the field of gas supply with a team of directly employed experts / engineers at hand who are familiar and trained in liaising directly with the members of the public on such technical matters. This credibility will subsequently give members of the public the confidence to welcome those conducting the surveys into their homes for the surveys to be undertaken. This level of credibility and the employed skill set is seen as a key differentiator in this regard.

Legal Justification

The work to be undertaken relates to the surveying of domestic and other properties to better understand the associated complexities of a potential change of fuel source from natural gas to Hydrogen. The results of which will be submitted to the appropriate Government department. This therefore complies with regulation 50 of the Utilities Contract Regulations (UCR2016) which states. Utilities may use the negotiated procedure without prior call for competition in the following cases- (b) where a contract is purely for the purpose of research, experiment, study or development and not for the purpose of securing a profit or of recovering research and development costs, and insofar as the award of such contract does not prejudice the competitive award of subsequent contracts which do seek, in particular, those ends;
