Location

The Hospices need to operate from physical sites in the community and within a reasonable travelling time distance for all of the residents of the boroughs of North East London. At present Hospices for Adults operate from sites at St Jospeh's Hospice, Mare Street, Hackney and St Francis Hospice, Broxhill Road, Romford. For the avoidance of doubt this notice is not in relation to End of Life or Hospice services provided by the NHS or on NHS Hospital sites. The location requirements are further described in the service specification for the service in more detail - this is available to bidders expressing an interest on request.

Description

Community based Hospices based in North East London for Adult service users. Providing high quality end of life and palliative care to all adult patients living in their last phase of life (usually patients with confirmed end stage conditions and terminal illness such as cancer). Key requirements of the service include: -Operate an inpatient bed Hospice facility in the community in the North East London area with supporting services operating from the established base such as hospice at home, day services and other end of life support services; -Assessment; -Symptom control & involvement in treatment decisions; -Advice and care in all settings; -Coordinated home support to enable patients to stay at home for as long as appropriate; -Day care services; -Family support; - Provision of a 24 hour help line -Bereavement support where the deceased patient has been under the care of the Hospice; and -Education and training. The detail and annual values of the current Hospice contracts are: - St Francis Hospice £3,079,247 per annum - St Joseph's Hospice £7,858,444 per annum

Total Quantity or Scope

North East London CCG is currently of the view that the Hospice services described are capable of being provided only by the providers mentioned above, and are not aware of other Hospice providers who could deliver the services at the current tariffs and who have estate in the areas where services need to be delivered. The purpose of this notice is to be transparent about the CCG intention and to invite anyone who disagrees with the CCG position and is interested in delivering the services described above to make contact us before the closing date of this notice. If it is the case that the above providers are the only provider capable of delivering the services described, then the CCG will look to direct award a further contract to the above providers for up to 5+2 years beyond April 2023. Additional information: The provider must have estate physically based in the community setting within North East London and offer appropriate locations to provide care for registered patients and residents. The subject of this procurement notice is community based Hospice provision only where the potential provider is a non-NHS organisation, and this notice excludes NHS run Hospice services that are based at NHS Hospital sites. The provider must have the management and clinical experience to provide all the elements of a Hospice service and a track record of integrating end of life patient pathways between secondary health care providers, Hospices, local General Practices and other community providers including the voluntary sector. Quality - the provider will be expected to provide care in accordance with national clinical guidelines (NICE etc), be currently registered with the Care Quality Commission, and achieve improved outcomes for end of life patients.

** PREVIEW NOTICE, please check Find a Tender for full details. ** North East London CCG believes that there is not a competitive market for Hospice service for Adults. Any organisation responding to this notice must explain why they disagree with the CCG position that a competitive market for Hospices in East London does not exist, and, if wishing to be considered for a potential competitied tender, explain in detail the track record of their organisation in delivering Hospice care so that the CCG can determine that the expression of interest is from a capable and experienced Hospice provider. This PIN is being published on Friday 10th June 2022 and expressions of interest will need to be submitted to the CCG by midday on Friday 8th July 2022 at the latest. Contract commencement is expected for 1st April 2023, the contract will be for the duration of 5 years with an option to extend it for 24 months. A Contract will be awarded separately to St Francis Hospice and to St Joseph's Hospice. During 2022, it is anticipated that NEL CCG will be abolished by the introduction of the Health and Care Bill and replaced by an Integrated Care Board (ICB). Any future contract and/or procurement opportunity may therefore be in the name of the NEL ICB.
