Description
To appoint a suitably experienced and qualified supplier to provide centralised management of Smart Sound Connect, a high throughput, low latency 4/5G Mobile private network to cover Plymouth Sound area, supporting marine trials of multiple use cases across marine autonomous vessels and marine research PML Applications have already been appointed under an existing contract to provide full end-to-end design, implementation and management of the Smart Sound Connect 4G/5G and high speed mesh networks at a value of £145,000. It is proposed under this VEAT Notice that this contract is extended to include responsibility for the full management and support for the contracted 27 use cases at a value of £85,000 Contract to run until 31st December 2023 with 5 year equipment legacy requirements

Legal Justification
The Smart Sound Connect project is a unique and ambitious undertaking, led by Plymouth City Council (PCC). To successfully develop and run a solution in this marine and military environment has resulted in a unique and specialised set of technical requirements. The solution will leverage Smart Sound Plymouth, the City’s advanced marine testbed. This is managed by Plymouth Marine Laboratory (PML). Given this is the case, PML are the designated management partner and are therefore engaged to carry out the required centralised management to ensure de-confliction of activities and the delivery of the agreed targets with the funder over the 12 month duration of the programme. The programme is required to deliver use cases over the duration of the project. Given the need to access Smart Sound Plymouth assets to do this, PML are the only entity that can provide the complete management of the testing platform PML Applications have already been appointed under an existing contract to provide full end-to-end design, implementation and management of the Smart Sound Connect 4G/5G and high speed mesh networks and as such are the only supplier who can provide the additional requirement to fully manage and support the contracted 27 use cases.
