Legal Justification
Due to the ongoing impact of the global Covid-19 Coronavirus pandemic, LHC have been unable to progress the procurement of the H2 framework, which will replace our existing H1 WS2 Housing Construction Scotland framework agreement, in line with the original timetable, which anticipated a launch date of 1 May 2022. To ensure our clients are not left without a provision for these works during this continually uncertain time, LHC is extending H1 WS2 Scotland framework by 3 months to allow for the extended timescales needed to complete procurement of the new H2 framework agreement.
Other Information
LHC is a joint committee of local authorities acting as a central purchasing body on behalf of Scottish Procurement Alliance (SPA) partners who include housing associations and councils constituted under section 2 of the Local Government etc (Scotland) Act 1994, with whom and for whom this framework has been developed. Due to the reach and scale of SPA partners' portfolios, the framework aims to support the delivery of housing throughout Scotland. Consequently, whilst not specifically consulted in the development of this framework, other contracting authorities as defined by the Public Contracts (Scotland) Regulations 2015 and as described in www.procurementalliance.scot/24 may also deem the framework to offer a value for money procurement solution for their requirements, and may also use the framework.
