Legal Justification
This competition was carried out as a Direct Award Contract (DAC) in accordance with Regulation 32(2) which states ‘in cases of extreme urgency brought about by events unforeseen or attributable to the contracting authority, where the time limits for the open, restricted or competitive procedures with negotiation cannot be compiled with (regulation 32(2)(c))’. Support is urgently required to develop new Covid-19 schemes. Given the risk and time pressures, created by the second wave and current lock down impact on businesses; time is of the essence and normal procurement timescales cannot be compiled with.
